New Chelsea manager Luiz Felipe Scolari insists Frank Lampard has told him he wants to remain at Stamford Bridge.

The Blues have rejected an official approach from Inter Milan to discuss the transfer of the England midfielder.

And after meeting Lampard the Brazilian told said there is no chance of the 30-year-old joining ex-Blues boss Jose Mourinho at the Italian club.

“I was very happy because I asked if he wants to stay and he said ‘yes, I will stay at Chelsea’,” said Scolari.

Lampard’s contract expires next summer but, speaking later at his first press conference in England since taking charge of the Blues, Scolari underlined that he sees Lampard’s long-term future as being at the London club.

“I met him on Monday and told him that I like him very much as a player and as a person and I asked him if he wanted to stay, not only for this season but for longer,” added Scolari.

“After we had spoken for 15 minutes, he said he wants to stay and play for Chelsea for many years.

“I am very happy because I think Chelsea need Lampard and I think he is with us for more than one year.”

BBC Sport revealed on Monday that Inter had contacted the Blues over Lampard.

However, a statement on Chelsea’s website on Tuesday read: “We have informed Inter that we will not enter into any discussions regarding the transfer.”

Should he fail to agree a new deal with the Stamford Bridge outfit before his current deal runs out, Lampard would be free to leave without his new club paying a fee.

That appears to be reflected in Inter’s valuation of the midfielder, with reports suggesting they had made a £6.5m bid.

And, despite Chelsea’s insistence that they had not received an offer from Inter, the Italian club’s president Massimo Moratti claims a bid was made.

“This is not true,” said Moratti.

“There was an offer and we confirm it. However, we don’t want to create any big problems.

“They replied that they have no intention of negotiating, as was their right. Now we will see.”

Some reports had suggested that Lampard might be willing to buy out the remaining 12 months of his contract - as permitted under Fifa rules and on the back of Chelsea signing Portugal midfielder Deco from Barcelona in June.

The federal cabinet has decided to import 1.5 million tons of wheat this year to deal with wheat and flour crises. Huge rise in prices of wheat and flour has caused significant reduction in the purchasing power of consumers.

The prices go up in case of short supply or rise in demand. But the country harvested a bumper wheat crop of the size of 22.5 million tons, and a surplus was exported as well. It means mismanagement led to creation of such a situation. Hoarding or smuggling or both create shortage.
To avoid such untoward happening in future, the present government has directed efforts to purchase wheat directly from growers in sufficient quantities and to curtail the role of the middlemen in the procurement drive. Resultantly, the government has raised the procurement targets to five million tons.

Every year, the government procures wheat directly from growers to meet food needs of people. Nevertheless, means and ways of procurement are subjected to change every year that make it difficult for growers to bring wheat grains at the government procurement centres. Instead, they prefer to sell it to the middlemen.

For instance, in 2006-07, wheat was cultivated on more area and there was a strong possibility of bumper crop due to favourable climatic conditions, the ministry of food, agriculture and livestock and PASSCO changed the weight policy which discourages growers to bring wheat at government procurement centres.

Harvesting of the crop is about to end in major wheat-producing provinces and there is a possibility that crop size would be 25 per cent less compared to last year due to known reasons. First, wheat was cultivated on less area compared to last year due to late harvesting of sugarcane crop. Second, prices of inputs such as fertilisers also discouraged the growers to cultivate wheat crop. Third, rains and stormy weather conditions at maturity stage would also affect the size of wheat crop.

The government should stock wheat to avoid repetition of past mistakes. Seemingly, the ministry of food, agriculture and livestock and PASSCO have made procurement procedure very easy. Now the middlemen and the growers have equal facilities at the procurement centres. The growers and middlemen are paid in cash up to 100 bags. All commercial banks have been directed to help wheat sellers in opening their bank accounts. While wheat quality is going to be affected due to unfavourable weather conditions, no quality standard has been fixed for procurement. At procurement centres, labour for unloading the produce has also been provided. Now wheat sellers need not wait for unloading. A number of representatives of many agencies are available for monitoring the procurement procedure.

Every year, PASSCO procures wheat from some areas and supplies the commodity to the people of northern areas, Azad Kashmir, Balochistan, NWFP, World Food Programme and the armed forces. According to the managing director of PASSCO, wheat production would be 20 million tons this year and the PASSCO would procure 1.4 million tons. The chief minister of Punjab has advised the ministry of food, agriculture and livestock to procure three million tons. That is the reason that the ministry first placed a ban on movement of wheat across the districts and afterwards across the provinces as well.

To add to this, the ministry has directed its officers to cancel permits and licences issued for private procurement purpose. Hence the permits of mills, ginning factories, oil factories and cotton factories stand cancelled. Initially, the permits of flour mills were also cancelled but later on allowed to procure wheat for 72 hours.

Presently, some six different sectors including the ministry, PASSCO, flour mills and middlemen are engaged in wheat procurement. Owing to engagement of so many sectors in the process, the ministry is facing difficulties in meeting its procurement target.

All-Pakistan Textile Mills Association Chairman Iqbal Ibrahim has responded to a State Bank of Pakistan’s accusation that the textile sector has failed to perform satisfactorily in exports despite research and development (R and D) subsidy support and concession rated loan assistance during the past three years.

“The export of textile sector has increased from $8.56 billion in 2004-05 to $10.75 billion in 2006-07, showing a rise of 25.6 per cent,” the Aptma leader asserted in a statement on Friday.
He further drew a comparison of textile exports during July-March 2004-05 with the same period in 2007-08 which showed a growth of 30 per cent “even though the industry is facing manifold problems, such as massive load-shedding, including suspension of gas supply during winter in Punjab and the NWFP,” he said.

Textile exports fetched $7.76 billion during the first nine months of the current fiscal year as against $5.92 billion in the same period of last fiscal year.

“Foreign buyers are reluctant to come to Pakistan because of law and order situation,” he argued to contend that textile exporters’ marketing cost is up because of buyers’ preference to safe places to negotiate.

Mr Ibrahim made a specific reference to 25 to 30 per cent increase in export of those textile products that receive research and development subsidy support.

He attributed a drop of 3.14 per cent in textile exports during the first nine months of this fiscal year to same period of last fiscal year to a number of factors.

The main factor contributing to textile export slump, he said, was increase in cost of doing business and import of 25 per cent of cotton because of shortfall in crop production.

The Aptma chief disclosed that proceeds of many textile exporters to the US are stuck up because of slowdown of the economy.

Since January 2005, when duty-free concession on Pakistan’s textile export was withdrawn by the European Union, Pakistan’s exports are under tremendous pressure because of mounting cost of doing business in Pakistan.

Prime Minister Syed Yousuf Raza Gillani has instructed the officials of earthquake reconstruction and rehabilitation authority to gear up the developmental work in the quake affected areas.

Chairing a meeting of ERRA in Islamabad, he said elected representatives from the affected areas should be consulted for carrying out rehabilitation work. Syed Yousuf Raza Gillani approved the grant of 700 million rupees to acquire land for the rehabilitation of the affected people in the N.W.F.P. He ordered ERRA to present a detailed plan about new Balakot city in the next meeting. He also directed that the ERRA meeting would now be held every month instead of quarterly basis. The Prime Minister was told that over two billion dollars have now been spent on the reconstruction and rehabilitation of the quake hit areas. He was breifed that master plans are now ready to build quake proof cities at Muzaffarabad, Rawalakot, Balakot and Bagh. Prime Minister of Azad Kashmir Sardar Attique Ahmed khan thanked the prime minister for his keen interest in and strong support for rehabilitation of affected areas. Great looks. That’s what Dell’s Inspiron 6000d notebook has to offer but it appears that it’s everything that it can offer. The Inspiron has a metallic gray finish, with white accents that drew admiring glances, but it is a disappointment because it doesn’t offer the software most commonly used to make some tasks enjoyable.

It omitted a TV tuner and the Windows Media Center edition software. The Word Processing is only the Corel’s WordPerfect. This is what it can offer for a computer designed for photo editing, music downloading and TV watching.
